The Florida Department of Transportation has big plans for a historic section of Ybor City. It has purchased 29 properties in and around east 12th Avenue to prepare for road projects, sometimes paying as much as three times the assessed value of the homes. But instead of an expanded Interstate 4, the Ybor neighborhood is left with blight that will likely drag on for at least 20 years. Residents are now living next to empty, trash strewn lots where old bungalows used to be. Some homes, waiting for FDOT to move and restore them, are dilapidated, with vagrants living underneath. The neighborhood is part of Ybor's Historic Landmark District. It abuts the Interstate and is located north of Centro Ybor and Hillsborough Community College. "We moved here because this neighborhood is historic and has potential," said Chris Koury, who built a $500,000 house next to a now abandoned FDOT home. "Once you start blighting a neighborhood and abandoning a home, it becomes a target for the hookers and anyone else who needs a place for shelter." The state paid top dollar for the properties and, in the process, removed them from the tax rolls. That means Hillsborough County collects less money for public services, such as local roads, sidewalks, sewers and libraries. In many cases, FDOT overpaid for the homes, according to the Hillsborough County Property Appraiser's Office. For example, the state paid $455,000 for a home at 1212 E. 12th Avenue in July 2007. At the time, the county estimated the value at $175,000. It's now boarded up, and the county estimated the value at $14,000. The house next door, at 1216 E. 12th Avenue was sold to FDOT for $620,000 the same month. Two years later, it was in such bad shape that the state demolished it. Kris Carson, FDOT spokeswoman, said the state may not need the land for 20 to 30 years, but it has to acquire it now. "Prices aren't going to be any better 20 years from now, if say, that's going to be when it's built, so we want to get them while we can," Carson said. "A lot of people are willing sellers right now." Plus, Carson said, the state has to be ready to build when the federal government gives it the money for a project like the interstate expansion or high speed rail. "If the federal government comes to us and we don't have the right of way purchased, they'll pass us up," Carson said. FDOT has purchased a total of 64 homes for transportation projects, some in other neighborhoods, such as West Tampa. The state's intentions are good, Carson said. "Years and years ago when I 4 first went through Ybor, we really divided the community, so when I 4 was going to be widened again, there was a plan that said let's try to save the fabric of this community, invest money in these homes and save these homes," she said. Carson acknowledged that the state pays above market value, but said it actually saves the taxpayers money, in some of these deals. That's because going to court to force a sale using state eminent domain laws is often much more costly. "The laws in Florida are very generous toward the homeowner to assist them, especially if the state is going to need to take their property," Carson said. One of the reasons why the prices are so much higher than county property appraiser estimates, Carson said, is that the state takes other factors into account. For example, the home at 1216 E. 12th Avenue was a boarding house and the previous owner collected $80,000 a year in rental income, Carson said. This section of E. 12th Avenue is south of Interstate 4 and east of where it connects to Interstate 275. The area was once filled with historic homes on tree lined streets. Now, it's one lot after another of abandoned homes and empty lots. Some residents say they've seen vagrants living underneath homes. There's no doubt the area along 12th Avenue, where Koury lives, is in the way of future transportation projects. He said he was aware of this when he built his home a few years ago but was told by FDOT that the Interstate expansion was likely 30 years away. "That was good enough for me," he said. "I don't plan on being here that long." When high speed rail looked like a possibility early last year, things changed, Koury said. FDOT put a stake in his back yard, to measure the possible train route. "Our house would definitely have to go for that," he said. The plan is to move the homes to city owned lots, use federal money to restore them and then sell the homes in low income homeownership programs. Now that the city administration has changed, those plans are in limbo, Carson said. Meanwhile, Koury says his neighborhood gets worse. In November, the state paid $165,000 for the house next door to Koury. Measure from the ankle to the top of the calf, where it turns toward the knee. Note this measurement on the pattern as the for hidden strap to prevent the boot covers from slipping down. From the ankle up, measure the height of the knee. Measure from the knee to a location on the thigh for the desired final height of the boot. Measure the circumference around the ankle, the calf, the knee and the thigh. Draw a horizontal line equal to half the measurement from the fold at appropriate locations on the pattern. Connect the outermost points of the thigh, knee, calf and ankle to form the pattern. Draw one more line 1/2 inch outward for the seam allowance. Cut the fabric. Depending on the fabric type, width and actual yardage, position the leg section of the pattern to make the best use of the fabric for cutting two leg sections with the center fold of the pattern following the lengthwise grain of the fabric. Mark the for hidden strap on the inside of each boot leg. Cut two layers of fabric with the fronts facing each other for two opposing sections from the shoe pattern. If making a pirate style boot with a firm section that stands up at the thigh, cut two additional pieces of fabric from the top of the leg pattern down to the knee line. Shape the upper boot. Look at the feet sections to determine the left and right boot. Mark each boot and asymmetrical supports appropriately for reference. Place the legs on the workspace with the front side of the fabric facing upward. Turn the boot top section of fabric downward and align it with the top of the boot legs. Place the support against the top section of fabric and trace an outline of the upper curves. Trim around this new line to shape the fabric leaving a 1/2 inch seam allowance, but do not remove material from the sides unless it is a diagonal cut toward the knee line. Secure the rear seam. Turn the fabric with the face side turned inward. Align the both sides of the ankle seam. For boots without the plastic support, apply adhesive inside the seam allowance from the heel to the thigh. Boots with upper supports are glued from the heel to the knee. For boots without the supported top, turn the top of the edge at the thigh to the inside along the seam allowance. Whatever the specific reason we have all felt a loss of performance. It is at this point you need go back and check your training, nutrition and recovery journal. You should be looking to see if there are repeated setbacks. The next step would be to enter a phase of preparation for the next upcoming max strength, power, hypertrophy, or endurance phase. It is at this intermittent phase that you should work on any weak points specifically with motor skills and asymmetries. This will not be the most glamorous, hardcore, or excruciating training. This is a point of anatomical adaptation. Some will give it the name of maintenance or GPP. Different names but the same outcome and for the purpose of this article we will call it AA (anatomical adaptation). Anatomical adaptation is a period of general preparation that prepares the body's systems for the onslaught to come in the next phase of training. Keep in mind this is for general adaptation. Regardless if you are seeking strength, power, or endurance or if you are an athlete competitive in a specific sport, this is a phase meant to gain general endurance, strength and motor function. With that being stated, athletes with shorter non competitive phases will want to make sure they train the movement needed for their sport as well. It is at this time you need to be your own worst critic and practice perfected practice. This phase will do you no good if you just go through the exercises to get through them. Each rep should be precise and performed better than the previous one. In most other phases of training you will act subconsciously allowing your homeostasis body to adapt, conform and surpass the stressors of your regiment. In AA you will need to be more conscious of your movements, posture and your body's signal such as bad pain (a big difference from good pain). In order for you to be conscious, the movements will not be of an explosive velocity. You need to use a more controlled and medium tempo speed. To discover the asymmetries, and deload the spine most movements should be unilateral and taken to different levels of failure. I credit Tudor Bompa with the idea of feeling for the levels of failure for AA. There are three levels you should use to identify your type of failure. The first is slight discomfort (SD). It is at this point the tempo begins to slow and you are beginning to gain the lactic acid building up. Second, is discomfort (D). Discomfort is a bit of a grey area. You will have lactic acid buildup. You will be moving at a slower tempo. It is at this point that concentric (lifting) failure is only a repetition away. Finally, high discomfort (HD)goes past what you thought was your stopping point in good form. I say "what you thought" because many will be surprised how much they have left in them to get another repitition or so. The end of high discomfort is near isometric failure (unable to neither correctly lift the weight nor hold it). During AA, a linear periodization should be used. It makes it easier to track progression and possible unforeseen problems. The length of AA will depend on your individual needs and yearly regiment. If you have not created a basic year periodization for yourself, I suggest you do so. Periodizing yourself out for 52 weeks really helps to keep you on track and headed towards a long term goal. Generally any athlete will need from four to six weeks of AA. Mainly, the emphasis is on endurance strength and general motor/muscle development. Beginners will want more exercises with fewer sets and more advanced athletes will do better with more sets and less exercises. Also, during this phase you want to increase motor skills and proprioceptive awareness in all three planes of motion (sagital, frontal and transverse). For the most part all exercises should be performed without any accessories that will end up debilitating your motor learning and proper muscle recruitment (weight belts, knee wraps, gloves etc.). Also to enhance proprioceptive awareness of environment, take your shoes off and train. Many great coaches such as Mel Siff, Paul Chek, and Gary Grey speak of enhancing function by taking your shoes off and training. Since most movements, if not all, will be closed chained in nature (generally standing on feet or suspended by hands), allowing your body to react to not only the load and gravity, but ground forces will enhance this AA phase. The linear microcycle should progress in a direction of more endurance and higher levels of lactic acid buildup each week. I would suggest if you are new and decide to phase through AA for more than 4 weeks to add a deloading week after week three to keep from plateauing and overtraining the lactic energy system. Also, be smart about your environment when choosing your exercises. Tudor Bompa recommends separating your sessions to exercises and areas in the gym where you can move effortlessly to the next exercise. One way to handle this is have one session containing all body weight, band, and cable movements; another session would have dumbbells, kettlebells, and medicine balls; and the last would hold barbell movements. Any weight used should start at a 60%RM. One important note about asymmetries, is if you find you have very unlevel asymmetries I would suggest you take an additional one or two weeks away from moving to the next phase to really correct the problem. If that's not something you want to invest a lot of extra time in, then add drills and stretching to your warm up that will aid in correcting your asymmetries.
